Education and Training as Welfare State Change
Education and training form an integral part of Western welfare capitalism and contribute to its gendered profile. They generate the future labour supply, imprint on the social structure of the life course and are themselves part of the labour market shaping professions in the field. At the same time, education and training take different forms cross-nationally and display varying dynamics of change. Germany stands out as a country with poor child care services, a hierarchical general education system and close interrelations between training system and labour market. This institutional framework is under pressure for economic, social as well political reasons. Social investment strategies on EU and to a lesser extent on national level tend to prioritise the expansion of public education, an adult worker model and flexible training schemes. They thus contribute to re-organising welfare production between state, market, family and non-profit organisations and to reshaping the public understanding of education and care. What does that mean for female labour market participation, the quality of education and the respective professions? How do different national features of public education and training systems and related structures of professions play out in the process of change?
